Besides this pre-patch event, do raiders spawn in another map besides labs?

Nope. 

Until now only in labs, as far as I know.

Seen them at the radar station and in the construction yard by the sea in shoreline. Got 1 tap with my PMC at the radar station with a scav got 4 of them and all theyr loot.

I've never seen them outside of labs apart from the events.

With the gear they drop everyone would be running around like a super soldier.

Not sure if this is old news but I got absolutely ruined at 2 houses with safes by a raider. I was casually killing some skavs when I get lit up by an smg. I thought it was a player and went prone. He hit me 30 times. So naturally he had weird ammo. So I'm thinking it's a noob... Then I hear him do that scream they do and take off running. Both legs and arms blacked I hide in the shed and hear him run around 10 times looking for me while I'm healing....

 

When I'm ready to go looking for him he was gone... Like a ghost. Blew my mind.
