Headshot Kill Not Registering?

A few friends and I have been trying to finish the Shooter headshots and are coming across a weird... bug? On the receiving end death screen we're greeted with a headshot kill, top of head, chin, etc. On the giving end, we're reviving a arm, thorax or leg kill, instead of the headshot kill. We've tried multiple times, made sure that the person was getting shot in the head with another bystander watching, making sure we're far enough away (but not to far), and nothing seems to be working. This is being done with a Mosin and an M4. Wondering if anyone else is having this issue.

Side Note: I've also done factory raids, killing multiple scavs with 1-shot head taps and didn't get a single headshot kill count in 24 kills. (PP-19, AP ammo/SVDS)

This is a know bug. Even Pestily is talking about it.

Not only are the hits not registering post raid right, in raid they are not registering right either. Shooting people in the head sometimes don't register as a head shot, but as a another limb shot.

This maybe due to lag, dsync etc.

I thought you couldn't use group members or people on "friends" list to do this anyway
