Player Scavs

So i dont remember this being a thing in the previous patches but have player Scavs now been allowed to spawn at the same time as PMC's on all maps? I thought the drawback to playing as your player Scav was that you spawned into map late so that people playing their PMC's had first access to most of the map loot. The last several days on Interchange, Shoreline and Reserve I've been getting to loot spots on my PMC and already finding player Scavs there looting already. Why this change? Doesnt this pull incentive away from playing my PMC? Yes I choose what gear I come in with and I have whatever container to guarentee I make it out with something but whatever gear I bring in, I've paid for. If player Scavs have access to the same loot as PMC's at map start, why would I play my PMC unless I needed to get a task done that isnt a collection task I could do on my Scav? For the longest time everyone was (and still are) complaining about hatchlings sprinting to loot areas for money. This kind of seems like giving hatchlings free gear and an opportunity to start alongside everyone else with hardly any downsides. Yes they lose their gear if they die, but the gear is free to begin with, and dont have to wait very long before just trying it again. Got a little more ranty than I wanted to but I guess my point is what are the player Scavs supposed to be? A way to get some gear when your PMC is low on cash and need to scavenge a map already 5-10 minutes into being played or just a randomized PMC experience with no container.

Yeah, if I go into a raid and die as my PMC I just play my Scav.  I am getting dropped in like 5 minutes into the raid.  I guess, it is hard to tell since the dev's can't code well enough to show how long each raid actually is on the pre-raid screen.  I mean, like how hard is it to have the same variable for the actual raid time also be the variable that shows up on the pre-raid screen?  ROFL that is like coding 101.
