Price of Plate Carriers

Dispite the removal of armor stacking, armored plate carriers still carry the same hefty price. Is there good reason for this, especially since they protect less of vitals than normal body armor?

Saves the money of buying a normal rig, too. Armored rigs protect vitals better than armor, for the first couple shots.

Spend 40k on T3 armor and 10-20k on a vest or just 60k on an armored T4 vest that covers vitals.

But as I said, they only protect the upper chest, not the thorax.
