Magazine Case, Bug?

I'm confused what I'm missing here do these items need to be found in raid? I've tried with power on and off in the hideout, and i get the same outcome and also have tried restarting the game and my computer.

make sure your generator is on

tanks don't need to be full and generator doesn't need to be on.. try and restart the game that usually solves it, if not, maybe try and make some shampoos or bleaches and see if that erases the bug
