Grainy night sky and distance.

ive been questioning my monitor for this issue ive got a Samsung C32JG5x. my night skys are grain with like whitish lines going through it and i notice it a distances to, ive used two monitors and notice same thing so im wondering if its a graphics card setting or an option im not checking somewhere, my card is Nvidia GeForce Gtx 1070, ill add some night time screens below.

my in game settings are medium to low with all 4 options at the bottom unchecked full screen no vsync

 

 

may need to enlarge it to see clearly but if you look at the sky its like little square blocks made from grey almost black lines, sorry if that makes no sense but its a lot more clear and large to see when i am in game, any help would be nice just want a clear crisp game.

I noticed the graphics are crystal clear and stunningly good sometimes, and other times just blurry and hard to focus.

I have a 2k monitor with RTX 2080 with all the other good stuff, but seems weird to phase back and forth like that.
