First I'm not the best player and I have no shame saying it= but time and time again I just get one tapped by these guys from so far and take it I just had a raid where I killed some people and got looted out real excited well first I had picked up a better helm with face shield and lvl 4 armor (full) and as soon as I step out on reserves near man hole extract, I cant I have bag on -_- both my arms get instant blacked from a sks scav from all the way from the other side and quarter health I mean instant I some how kill the 2 scavs by the grace of god but I heal and run to cliff decent I have para cord but you also need a damn RR grr so I run to train and then right when I step out scav roaming around bunker and another scav shoot at me and instantly get headshot like duck! I want to love the game but it makes it so hard too they need to be nerfed only way to fully combat them is from long range and snipe I'm so fed up with it.

To be frank, your struggles aren't unique.  Many new players get frusterated at the scavs as they don't know how to properly fight them.  Try to not re-peek scavs, engange them quickly as to not let them see you for long periods of time.  The longer they see you, the more accurate they become.  Good luck!
