I don't think it worth for a lvl 9 player. Focus on the raid and quests first.

It's worth it for an experienced player that has no issues making money. That said, if you're still relatively new to the game, I'd focus on not dying first. To get fuel you can either buy fuel from Jaeger, buy fuel from the market (if the can actually has fuel in it) or you can find fuel containers in raid.  As far as what to upgrade first... you'll quickly learn that all the modules are tied to one another, so you basically have to upgrade all of them.

i am new to this wipe but not for this game i mean i have now 3.5m rubel and 2k dollar (and I dont have the age of darkness )

Hey, so as a new player i would recommend getting your workbench leveled up ( gun smith bench) it will alow you to craft certain items that will become found in raid for certain quests, and lavatory, everything else at the moment for u is not kinda useful or worth the price.

1. If you have enough money or items to upgrade and can spare them, I would recommend. It decreases nearly every Timer and make bitcoins or loot.

2. Most fuel I get is on Interchange. Check the shelves in oli at beginning and end.

3. Upgrade what you can... It will end in a strictly chain you have to upgrade, so you don't need to question what you need xD

Hello friend! Welcome to Escape From Tarkov! I hope you have as much fun as I have with the game!

1. The hideout is absolutely worth doing once you have some experience under your belt. Focusing on map knowledge, game mechanics and actually being able to exfil from raids with some loot should probably be your main priority, because it's going to make upgrading the hideout much easier.

2. Generators use 2 kinds of fuel cans. The Expeditionary Fuel Tanks (Blue square ones) and Jerry Cans (Rectangular gray ones) . Interchange (the big hardware store, OLI) is an excellent map for finding fuel, but they can spawn on all maps. Additionally, you can trade 15 boxes of Matches at Jaeger LL1 for a Jerry can, and buy them for Roubles at Jaeger LL2

3. I personally think all upgrades are important. If you like to mod weapons, working towards the workbench is likely a good idea to get the "presets" feature unlocked. I'd also suggest upgrading heating, the rest space, and the nutrition unit as this is going to increase your characters regeneration of health, hydration and energy out of raid while you are doing your scav runs. This will lower the amount of meds, food and water you need to spend money on to prepare for the next raid!

Hope this helps! If you have any more questions, feel free to send me a message!

Cheers!
