scav timer bug or feature?

Can't find any info anywhere about this.

After hours of not playing and deciding to go in to do a scav run, I see a 20 minute scav timer cooldown. With Lvl 3 Intelligence @ -35% scav timer cooldown bonus.
In the same moment a friend chose to ride in with me and had the same thing happen but he had a 13 minute cooldown with only Lvl 2 Intelligence @ -15%. Once again, we both had not played for many hours. You would think playing scav would be available at this point.

Is there a reason to this variance and instant cooldown on the scav when logging in after so long? Kinda discouraging when all you wanna do is murder your fellow scavs.
