Scav is always on Cooldown?

so yesterday night i played a scav run and extracted.
i went to bed and now i played and saw that my scav is at 16 minutes CD.

i played a round with my PMC, went to amazon and bought some stuff, took a shower and was AFK for an Hour.

my scav is still at 16 Minutes.

Was googling for this issue the past minutes. Also happened to me. I came online today for the first time and cooldown was on a full 20 minutes (SCAV). I had a PMC run before going to sleep last night and the SCAV cooldown was already back on 0.

Every time the servers go down, either cause of an update or any type of maintanance, all players scav will go on cooldown!

This never used to be the case and there have been plenty of updates and server crashes in the past. This is either a bug or a new setting in which the devs want to limit the number of scav players and push people to play PMC. I cannot think of anything else.
