Odd framerate performance behaviour? Normal?

Hi. New player at 2 or 3 weeks play time. LVL 12. Running AMD Ryzen 3600 (4.2Ghz), 16GB DDR4 3200 CL16 RAM and an ASUS RX 5700XT Gaming OC. I have 300 Mbps internet and my latency is in the 30 - 40 range usually when playing Tarkov.

I have been testing the Grpahics settings and performance of the game on my system. Running around offline with Graphics Settings fully maxed out in Tarkov with no AI and my FOV at 60, I am pinned at 120 fps running around. Solid and smoth with no sutter. If I play offline with AI or a live raid and I am running between 70 - 90. Even if I set graphics to lowest setting that does not change as far as I can tell. 

Will a faster CPU do the trick? I have determined from the above that my Video Card is not to blame. It is barely utilized at all according to MSI afterburner.

Doubtfully, i run a RTX 2080 Ti on a I9 9900k cpu, it's the same for me.. I perhaps have 10 more frames then you at best..

There's a few tricks to boost performance, that you can find if you look around on google/youtube.. Try them out

Ok thanks. Making sure I had not missed some kind of silver bullet. My system screams bloody murder in other games so I was not sure.
