Player Scav and Raid with less then 15mins

It just shouldn't happen.. 16min in raid time should be the hardcap at which player scavs can spawn in at. Im getting tired of spawning in on large maps with like 10 mins left in raid. And I spawned out be highway or emeracom some poo like that..
