you literally can't shoot through solid walls.  the game doesn't allow it and even those fake hack sellers you see everywhere dont show this (you can shoot through light wooden cover and certain things but not solid walls)

If you have video evidence there is a forum for it out there to post on and they will do something about it, otherwise yelling on here does nothing without proof.
