Level requirements on stuff

I don't know if anyone talked about this before, so if this previous had been talked about, im sorry :-).

I saw the podcast yesterday where they was talking about the thermal scope and how to change it so not everybody can use it etc.
And i was thinking about what about some armor, weapons, attachments etc. that you could only buy them from the traders when they are lvl 3 ?. In that way you had to earn your way to stuff like the thermal scope by grinding.
If i play WOW there's lvl requirements on most stuff to prevent me from low lvl to use stuff, what about adding this to the game ?.

I mean... this would just make a larger gap between experienced players and beginners. Honestly this game would need some form of matchmaking to support this idea. I can not get behind this in any way of form without the developers making extreme changes to the game.

Example with current matchmaking: Level 5 player enters raid solo. On the same raid you have people around level 30+. Level 5 player has basic gear as he is locked out from purchasing better equipment and ammo. Level 30+ players enter with top tier gear and ammo. Level 5 player engages one of the level 30+ players. Due to bad ammunition his hits on the level 30+ players armor does no damage to the player. The level 30+ player easily trashes the level 5 player with low tier armor.

Now i know you could aim for the legs etc but lets be honest i would prefer that the gap between players remained as it is. At level 5 i could just go in to the flea market and buy a decent basic rifle, some higher pen ammo and essentially be on a equal footing in a firefight. The different between WOW and Tarkov is that in Tarkov you have to fight people around all levels. In WOW you just did dungeons, pvp and quests around your own level and therefore there was no need to have better gear then your level required.
