Getting one tapped 3 raids in a row

I hopped on today to play a little and I have been constantly getting on tapped by people that aren't even looking at me. One of them I got shot while I was inside a train car in customs. Another instance I had the guy dead to rights with his back pointed towards me I shot once and got one tapped in the face. I know im not good at this game but this seems a little fishy. 

Are there that many people cheating or is the game having issues?

Unless you're in asia cheaters aren't that common, I'd say its server issues or desync but it could very well be cheaters, you can tell cheaters off by their names usually having a prefix like "huya*********" where the stars are numbers that correlate to their huya profiles, in case you didn't know huya is a Chinese streaming platform where they'll stream themselves cheating.

im often got one taped in chest trough t-5 armor. maybe armor glitch is still alive? 🤨

What level armor and helm are you using? I've been told to not bring in anything below lvl 4. It has helped me tremendously. Also, buy a face shield!
