Friend's account banned, need help?

My friend is traveling for business and was recently banned for likely IP location change I would assume.

He has been banned from the forums as well, he submitted a ticket but the response was "You violated TOU" as pretty much a one line shot.

You can't get banned for ip change and you can't get banned by ip as devs don't ban ips. [ cause of the issues it would cause ]

Your friend was detected as cheater so he got banned.

FYI I had the same issue yesterday (random ban, and I'm definitely not doing any funny business). I submitted an appeal using this link and today my account is reinstated. I'm not sure if it's due to the appeal or to a review of the bans that happened yesterday (it seems this happened to a bunch of people yesterday), but back in action now.

If this guy was cheating, then his cheats were broken...
