Trying to buy stuff from any dealer shows up saying I have 0 roubles, despite having them in my inventory. I tried resetting my game, I tried moving the roubles around and putting them in containers, still says 0. Cannot buy anything for the time being as I've not unlocked the flea

Check the Fill Items check box at the bottom of screen.
