Its for reporting. When you get killed, the icon will be there when it was a player (doesnt matter if pmc or scav player) so you can report when you think he was cheating.

The icon will be not there when you get killed by AI, you cant report AI obviously.

Feel free to make use of it, me myself think its a joke and hoax and is just an empty button^^ (a working anticheat doesnt need my buttonpressing to recognize someone is cheating or not^^)

The anticheat doesn't need you to press a button. the devs use the reports to give to battle eye so they can expedite the ban process. So if the person has been reported a bunch of times for cheating and they have been flagged in the past by Battle eye, that's an easy ban.  I think you can understand why its there. Some things simply aren't ever caught by anti cheat, like radar etc. Also, no anticheat works 100% and not a single one out there ever will.
