Server Wipe

I see plenty of posts about server wipes.  I’m not asking people to repeat them. But I find these answers curious. 
 

i saw a video posted by a popular streamer who was playing his first game back after a wipe.  And he was still able to use the clothing options that are part of Ragman’s “services”.  
 

how is this possible?

Has this since been changed? Is it the one exception that everyone keeps forgetting to mention?   Because every one that I’ve seen requires at least lvl 2 Ragman.

There's a number of clothing items you can get at Loyalty level 1 for both USEC and BEAR, though USEC have a bit more.

I didn't want to start a new thread so here's my question. I just purchased EOD version. You get some extra gear with the upgrade. Do I lose that gear when they do a wipe?

Every time there is a wipe you get exactly what you got the first time you ever opened the game.
