Surely the realists would want it to make noise, but from a game design perspective, it might seem very unfair to reveal your position when adjusting aim. And spin around on your stomach. Do you make any noise? Probably not much at all. Go lay in the bushes. Do the same thing. Do you make any noise? Probably quite a bit. As a realist, I think it is situational. But again, because of game purposes we "need" the noise for the game to be "playable." Going from high ready to ADS does NOT make much noise at all. Definitely not enough for the guy walking around two rooms down to hear, but in the game we need to have audible ques or EVERYONE would be claiming hacker. lol So, both yes and no to answer your question.
