Performance Help please !

Hi I'm hoping i can get some help with what to do I'm a new player but my performance is awful but these settings are my only ones that have improved anything its mainly stuttering other than that its fine i feel like I've looked at every website/you tube video and nothings really helping that much the memory cleaner is good(btw screenshot of memory cleaner not taken while in game) I'm hoping someone could help or recommend anything.

I just want to have a playable experience the amount of money/gear I've lost from the game freezing up i feel like i used every graphic setting NVIDIA control panel compatibility in the launcher and game.

I just feel frustrated scouring the internet and feel like I've exhausted every option and i don't have enough money for upgrade yet so I'm stuck, also would have to be a large upgrade as would need new motherboard that supports DDR4.

My Specs:

GTX 1050TI (I think vram is 2-4gb i dont remember but pretty sure its 4)

I5-4690K (turbo is on)

8gb ddr3 ram (i know awful)

if it helps Im running a pagefile set to 16gb

game on HDD i dont have ssd

Texture quality: High
Shadow quality: Low
Shadows: Adjust 40-80

Overall Visibility: 1000~1500

Download Process Lasso: there are guides for that. It will benefit your older CPU. I run my i7-4970K and an RTX 2060
Also get rid of memory cleaner and opt for ISLC. Uncheck your ingame ones if you go with these two programs.
