Is this how it works? Development team?

Team 1 fixes bugs.
Team 2 adds game mechanics.
Team 3 adds smaller content.

Team 3 creates a Vector and KEL TEK RFB and is ready to release it. 
This does not mean that Team 1 & 2 are not working on the other important parts of the game?

The above is extremely simplified and I know it is not how a development studio works, but I am just hearing loads of people cry about how BSG is adding more weapons instead of fixing bugs and game mechanics? Whereas in reality it is just separate teams working on separate things?

Well, not literally like that but yes, generally there's different teams for different jobs, usually with different and specific knowledge and skills.

For example, you don't want the sound guy or the animation guy to go messing around with netcode.

Yeah that is what I assumed.
Just because one team releases a new weapon does not mean another team(s) isn't working on bugs and game mechanics.

Do you know if they've hired a netcode guy to go messing around with the netcode? Because if not i would recommend it...

There already had 'netcode guys' for a while. Hiring new people isn't as easy as pulling names out of a hat, and if they could hire more qualified people they would. However, in Russia there aren't that many and those that do exist are quickly snatched away by other companies, or move away from Russia to other countries where there are more opportunities for game development and all the positions that come with it.

I was just ribbing :D
I would say netcode should be a priority, its the most frustrating part of the game at the moment, but i trust they are at least trying to sort it.

anticheat should be the priority, after that is fixed anything else can be worked on imho

I mean I said 'A priority' not 'the priority'. I'm sure they prioritize more than one thing. I agree though, the cheating is also very frustrating.
