Friend always spawning late

When I party up with a specific friend, he always spawns in 10-30 seconds later than us. He does have the game on an SSD though.. Anybody have any ideas on how to fix this issue?

CPU can also be problem, but 10-30 seconds isn't so much, I also sometimes spawn on the map longer than the others, but it is only few seconds. I wouldnt deal with it much until it gets worse  

But he still can load the map offline if it helps or he can clear the cache in the launcher

I face the same problem! My friend is always one minute or more before me in the game and has to camp in this time, what we both do not want or prefer.
