Wont install

So I had a lag issue i could not resolve, and uninstalled EFT. Ive tried to reinstall over 5 times, even closing all processes, Running as administrator, and everything else I can think of and I STILL get the "Cant install due to another process" or some other bullcrap. Im beyond pissed at this point as there is LITERALLY no process that would possibly be interfering with installer. Ive even tried turning off my antivirus programs for the duration of install but it still wont.

I get the same error trying to do a fresh install w/ all processes minimal, and antivirus and firewall disabled.
