TacticalTushie
Offline with pve the game runs like ass only using 40% gpu. fps starts over 100 but drops over time to 50fps change one thing. without pve it uses 90% when i'm not standing still and will not drop below 122fps fix this and the game would be great. if it ran like offline no pve all the time it'd be perfect
DeadmodeUK
I could be wrong, but this seems like your CPU is the bottleneck. During PVE offline, your CPU is struggling to run the local server and the AI calculations on top of normal clientside tasks, therefore tanking your frames and the GPU is sat waiting for the CPU all the time, which explains the low usage. When you have nothing going on in your offline instance, the CPU is no longer struggling and the bottleneck is gone, allowing for the GPU to actually do some work itself, hence the higher frames and higher GPU usage. If my theory is correct, then the issue is more related to you and your hardware rather than the game itself. That said, optimizations in the AI or other tasks that are hogging your CPU as the game is further developed and polished would yield improvements over time, but not as good as outright upgrading your machine. Jamuusio
If you want higher GPU usage, increase graphics settings and resolution. If its still not 100% usage, use 2x or 4x resampling

I have the same exact issue with a 9900K at 5.1GHz and a 9700K at 4.9GHz....both with Gigabyte 2080 SC cards which nearly rival 2080Ti on the overclocks.... Should I upgrade my PCs as well... If these PCs are getting bottlenecked by this game, THERE IS NO WAY THIS IS ACCEPTABLE by today's standards. The game needs to be optimized.
