Max Hideout management + Solar Panels

As title said; If you hit elite level with hideout management and you have solar panels, how will it stack? I would think it would be a reduction times a reduction times base amount, but it could be the percentages get added together and that would make so you gain fuel or not use any at elite level. I doubt this would be the case because it seems like the percentages operate more like efficiency such as it would make it more efficient rather than a full on reduce. I am still newish but I am curious how it would work out, I am trying to get to elite level but I am only on level 15. I suspect that is would more so double the time for a fuel, but idk could be the math makes it use no fuel instead.

I am curious about the same thing. 

My hideout management is currently 36 and Solar panel has 68% reduction.

A blue fuel can lasts 55 hours, air filters 24 and not sure about water.  Havent had to replace one since latest skill up.
