Good laptop/terrible performance

I'm not the most tech savvy so I hope you'll guys bear with me but, I've been having issues recently running Tarkov in spite of having a decent laptop. I was able to play everything and stream just fine last wipe but, now I stutter a lot and drop a significant amount of frames with reserve being nearly unplayable. I've spent about 30 hours playing with settings to no avail so this is my last ditch effort hoping that someone might have an idea what is going on

My specs are as follows:

MSI GE 75 raider 10SE

Nvidia RTX 2060

16gb RAM

i7 processor

512 SSD

1TB HDD

When I spawn into reserve I'm at 5 fps maximum for a few minutes before it stabilizes somewhat around 30-50 fps with a ton of stuttering. I've been keeping an eye on my task manager to try and piece together what is happening. My GPU usage is high 95%-100%, CPU is around 30%, My memory is very high around 14gb, when the memory is nearly maxed out my HDD usage spikes to 100% which confuses me because the game is located on the SSD, I was under the impression that it should use the SSD if it needed more memory? When the game 'stabilizes' My GPU usage drops to 70-80% and my CPU increases to 40-50% with my HDD randomly spiking to 100% and excessive stuttering. I have plenty of space on my SSD (over 100GB) and have tried nearly every graphics setting combination imaginable. I have a few friends with similar set ups that get amazing fps on nearly max settings with no stuttering. I'm at a loss and any help would be greatly appreciated.
