Cannot report crashes even though the game is asking me too?

My game has been non stop crashing off and on after patch 12.9. It is frustrating but I understand that it's beta and I'm here to help the developers deliver their vision for this game. 

When I try to upload everything from the launcher, it says that they are not accepting reports. So how is is this problem supposed to be fixed if I can't share the information? Is there somewhere else? Is this a known issue?
