Old firesteel not spawning

I have looked everywhere for this thing it is my last Kappa item and i can not find it i have run labs about 30 times making a B line to the streamer loot cage and it does not spawn its not that I find it and cant get out it is simply that it does not spawn, anyone have any clue what i can do? I have also checked both rserve rooms that spawn it many many times

have founded at least 4-5 of them from Shoreline West wing 301
