LL4 buggged on Mechanic and Ragman

Hi , I leveled up to level 40 yesterday I have enough money spent with mechanic and ragman, loyalty points too but they just wont level up to ll4,when I sell/buy something from them it levels up but doesn't add any items...then I go into a raid or restart the game and I'm back to ll3..

I have the same issue. No one apparently has a answer to this yet. But im having this problem for LL3. Right now both my Mechanic and Ragman are at 2. I do notice they both have the same amount and faction before trying to do anything else.
