I believe using the report button is the most efficient way of getting him banned. You may also submit any evidence to support regarding this issue. 

Keep in mind that you can change your name instantly every 30 days, so it's not a good idea to report players based on names as it might be inaccurate in the case that they did change their name and another legit player took their name. (Although, support may be able to find out about that and ban them)

Last time someone hacked and then friended me, I literally got him/her admitting they cheated within the tarkov messenger, putting the name of the cheat program, and offering to carry me with prices so I didn't have to worry about it ever again.  I reported and sent in the screen shots of the chat as well as the discord name of the person, and BSG did nothing about it.  They sent me an e-mail shortly after saying not enough evidence to further investigate.  I gave up caring about reporting people at that point.
