How to complete Tarkov Shooter part 6 if there are no sniper scavs?

All sniper scavs have disappeared for me since the update. I have ran hundreds of raids, even offline with pve and not a single sniper scav has appeared. Anyone know how I can get them back to finish this quest?

Sniper scav was Near rock passage exfil. Blacked my stomach that pesky ducker.
