none of these rounds should have a pen of 25 or higher 

all of the pistol ap rounds in the game were made to pen soft armor not any of the hard plates this poo is insane. There is damn near no reason to even use a rifle with these made up stats in fact same goes with the 9x39 it was made to punch through soft armor and fell out of use once the us adopted hard armor.

I’m pretty sure there are videos on YouTube of either 7n31 or ap6.3 going through hard armors, like in a single shot.

the ballistics are based on arbitrary values and how the designers perceive things. they neutered 7.62x54, M62, and .300, maybe you'll see a 9mm neutering as well at some point?

Realize this is A VIDEO GAME and not real life. If we made every video game like real life there would be zero balance and everyone would run around using the same gun. They balance games to bring variety and make things less repetitive.
