Sanitar NEVER spawns

After few dozen raids (30-ish) I have only seen Sanitar spawn twice. And yes I always check pier-cottage-resort. There is no way the chance of him spawning is 35%

Is this a known bug?

You are probably just super unlucky.

i always seem to run into him at cottage far far more than 35% of the times I pass through there.
