Is the loot table spawn rate dynamic or manual?

Hi!

I've been to the Resort about 200 times in the last two weeks. I mainly enjoy PVP, but I also pay attention to the spawn status of items. The graphics card was never seen in these raids. However, when I went 10 times last night, I could see it twice. 

The graphics card is just one example. This is the image from last night.

A graphics card is set in the East 107 loot table. What I'm most wondering about is setting the spawn rate for this loot table. Is the spawn rate dynamic due to the game system? Or is it a manual change due to Battlestate?

I expect to be the former. If you have a clear answer to this, please provide information here.

loot is manual and bsg makes what you can get in boxes. There are set specific spawns for things like Intelligence in crack and led x in ultra medical. With the way the spawns work having dynamic loot should be priority for bsg, since these loot spawns are highly contested spawing closest to it is a huge and unfair advantage ie spawning right outside of dorms or crack.
