Discussion about Killa Spawn

So, there is a discussion going into one of the discord servers that I'm in, some people say that Killa spawn on the beggining of the raid, but some are saying that he can spawn mid raid, or when you turn on the power... There is a guy stating that Killa can spawn until 35:00 left in the raid (found this to be a very specific statement, even without any "official" info). 

So, I'm trying to obtain some information about this. It would be great if someone from Battlestate games, or someone who really knows how it works, to reply with this info (like, no guessing).

I have run about 700+ raids on interchange and for me he either spawns or he doesn't.

Yes, but the point is WHEN. Does he always spawn (when he does) at beggining of the raid or not?

 

It look like kinda hard to get an official response, even on the official game forum...

For me it seem its beginning of the raid or when power gets turned on

I believe there is a timelimit he spawns on. I've ran mid-store at the beginning of the game loads of time, checked all the stores etc and nothing. Come back 5 minutes later and there he is chilling outside Kiba ready to ruin my day. Not sure if there is a trigger but I think it's a timeframe so if you do pass by and don't see him you'd be less worried about him being there later right? I dunno for sure might try get a 5 man and run some tests to see if we can hold different areas and see if he spawns and get some statistics.

Killa is a rat with aimbot. Sometimes I get ambushed by a rat PMC and think they just spawned behind me, but they were always there to begin with.
