Is Kiba glass buletproof?

It is not, apparently. Today i was outside it across the entrance (doors closed) and guy who was inside killed me with 4.6x30 Ap. Before that i did some taunting and shooting at him with my .45 AP which did nothing (what i expected). So what's the deal? inconsistency is really bad. I want to know - is it bulletproof? Special cases when you can pen it? wtf?

as far as i know, it is not bullet proof but it absorbs the dmg of the bullet, think of it as a lvl5 or 6 armor which ap ammos goes through it if it has enough penetration.
