Can someone explain to me how armor damage works?

If ballistics info states that lead slug for example does 55% armor damage, what does that mean? It'll cut down armor durability by half? Or 55% of its damage hurts the armor? Or what?

ps: due the recent change of balistics some munitions seem to perfrom way worse then stated once you fire at ranges of 100m+ (especialy the lower velocy ones)
