New scav system

If your lvl1 your scav time be 1h

lvl10 - 50min

lvl 30 - 30 min 

30 min is max time you can get.

I don't think that it's a good idea for reducing cooldown timer by your lvl btw....

I think it should be other way around. The lower your level the more you can play scav.

I think reduced cooldown limit is not bad idea for novice players, if karma system is implemented.
