USB for skier not spawning

Cant find it, every time im getting in the tent first but the usb is not there

It is spawning as of yesterday. Can't confirm today as I am at work, but found one yesterday evening.

Not sure how you would know that?  I can be at that tent in like 8 seconds?  Maybe 5 if the spawn is just perfect.  Even if you are 100% first, it does NOT spawn every time, and it can sometimes spawn two at once.  Just keep trying, or try room 110 on customs?

as @ShowMeDeWai just said, high level players that are grinding for it to either quest complete or to sell it can beat you. really it is about luck and speed with which you reach that Tent. 

I would recommend if you are desperate for it to spawn at night, and on house side, just a hatchet and make a mad dash to the tent. Rinse and Repeat, I am sitting on 5 USBs due in part to that tactic, some times I end up getting it because just no one is going for it and I happen to see it there while on my merry way to loot some SCAVs and EXFIL.
