How does noise of loud water affect the "hearing ability" of npcs, if at all? Make it so that the natural sound of the area realisticaly affect (reduce, increase) npc's perception

For example shoreline, you all know where loud water is, at the transformer station - does this loud water shroud your characters movement, allowing for faster noisy movement that gets "silenced" by and interwoven into the loud running water? No, make a loud movement and all npcs hear you, as if the area would be dead silent. Please address this, this is highly unrealistic

On one hand, that would be nice, on the other, its probably the very last concern of anyone. They should just lower the volume for now and care about it later after important things gets fixed or added.
