it wont let me complete gun smith pt. 5

so I have the dvl ready to turn in for gun smith pt. 5 but it wont give me the option to hand it over. I watched a few youtube videos about it and asked people on discord on how to build the dvl correctly. I have it build how it needs to be I also took the mag out for less weight but it still isn't working. does anyone know how to fix this problem?

Don't just ask people how to complete it, make sure it has all the things required by the quest itself. They tweaked several tasks a few weeks ago

Well, you need level 40 to buy the scopemount from mechanic. Are you?
