Game Freezes Briefly On Getting Shot

I am the only one to experience this? Happens less often than it did last patch but holy poo is it still annoying when it happens, this was never a problem in previous patches. Instantly losing a firefight because the game takes 5 years to decide how much damage to deal when you get hit is fu**ing bullsh**.

In the settings there is a RAM cleaner you can enable.
